I can create tasks if I use English letters only just fine, but when I tried to name a task in Russian, Remember The Milk plasmoid failed. It just showed the "loading" animation for several seconds and didn't report any error. The task I wanted to create didn't appear neither in plasmoid nor on RTM website.

I'm running recent KDE SVN build, on a system with UTF-8 locale

I can confirm this issue. I use brazilian portuguese and always when i use letters with accents remember the milk desn't create the tasks.

what KDE version do you both use? I can create a task with French accented letters in trunk and with Russian text as well.

Can you tell me what happens when you compose a letter such as ' + e using the compose key?
And also when you paste something like é or ü in the plasmoid? or cyrillic letters?

It works the way it's meant to work, i think. I get the accented letters at least. The problems shows up when i press enter, then the plasmoid seems to loop infinitely trying to send the task to server. That happens only when i have words with accent.

I have also experienced this bug with spanish chracters (like "ñ") on recent trunk (4.4)

I can't login right now to the RTM service using the widget, but I'm going to test later.

I can confirm this as well, it seems to be a problem in the way the url is 
encoded and sent to rtm. Let me look into it.
