Whenever I wakeup from suspend, I get a black screen. After waiting for sometime, the notifications widget in the panel informs that the desktop effects were too slow and hence were disabled (or something to that effect). It also suggests to check "disable functionality checks" in the system settings. After doing so, I don't get the bug any longer.

Wondering if the "functionality checks" serve a purpose or whether I lose anything if I disable functionality checks.

Of course there is a purpose. It ensures that compositing doesn't make your computer unusable.

In such a situation you could use alt+shift+f12 or systemsettings to resume compositing
