I think this can be solved when getting the workflow faster by removing restrictions to click apply/cancel/Ok between different tools. And if possible, to have possibility to switch photos while same tool is open. So if user has 20 photos on row, just open once the "red eye" and then go just all photos trought and then switch tool and go again next time if wanted. Or build a batch for queue manager for more time consuming processing. for the new version there will be a batch queue manager, but your other suggestion seems to me to be very reasonable - the possibility to have a number of tools open at once, and for a number of photos.
