As bug 165044 is marked as WONTFIX and this resolution is a real pain I have the following suggestion:

Every time KDE does something with a file there is some error checking, whether this file exists, right? Otherwise there won't be error messages at all.

Now if KDE detects a missing file it should also check whether this a file with a broken filename encoding. If this is the case a dialog/wizard should be opened:

"The file 'bl?bla' has a name with broken encoding. Should KDE try to convert it?
Suggested new file name:
'blabla'

OK    Cancel    Apply to all"
