If an input action is set up but disabled, KHotkeys should not grab the trigger used for said action.

Steps to reproduce:
1. Create a new global shortcut.
2. Assign a key combination such as Meta+T.
3. Disable the input action.

Expected results:
- Pressing Meta+T in an application acts like pressing "T".

Actual results:
- The "T" is grabbed by KHotkeys and nothing is done with it. (The command isn't executed.)

This bug hit me because one of the preset actions involved mapping Ctrl-W to Ctrl-F4 in Qt Designer, so Ctrl-W didn't work in any programs. Said action was disabled, so it shouldn't have done anything. (The fact that it did something in a program that isn't Qt Designer is a different issue.)
