The encoding selection action is provided by kdelibs. Assign it to kdelibs. I've just hit the same when trying to view some old page in Konqueror 4.14.19 (kdelibs-4.14.20-1.fc24.x86_64) ... well, I know I have some rotting issues in my own bugzilla queue, but seven years for just adding a codetable which already existed in previous version? Ouch :-( Thank you for reporting this bug in KDE software. KDE Frameworks 5 or 6 might already have resolved this bug. If not, please re-open against the matching framework if feasible or against the application that shows the issue.
