It is very difficult for end users to figure out how to move plasmoids in the KDe 4 panels. I propose that the configuration be changed so that plasmoids can be moved as soon as the panel is unlocked, as is the case with KDE 3, Gnome, Windows, and other popular desktops.

I think this is already the case in KDE 4.3. If you enter the panel setup mode then the panel is unlocked and you can easily move your plasmoids.
