Version:           3.2.2 (using 4.2.2 (KDE 4.2.2), Kubuntu packages)
Compiler:          cc
OS:                Linux (i686) release 2.6.28-11-generic

There is no plugin for completion (closing) XML(/HTML) tags in the new version of Kate available. I need it desperately for editing HTML and PHP files.

I can confirm this also for 3.2.3 (KDE 4.2.3). HTML Tools plugin also seems to be missing.

Is there a way to install plugins from older versions? (e.g. download plugin files from somewhere and copy them to appropriate folders?)

No, applications built against qt3 and qt4 are completely incompatible, apart from that Kate's API for plugins changed a lot. So someone really needs to port the old plugin to the new API.
