I think it is better (my opinion) to show the filter rules after the rules are created and let the user choose the place where they belong. For example, a rule that I want to be allways the first one is to move crypted mail from known people to a folder, and I do not want to waste time checking those mails for spam (as I'm sure they are not). Agreed, it will be much better Is this a Junior Job? Thank you for your feature request. Kmail1 is currently unmaintained so we are closing all wishes. Please feel free to reopen a feature request for Kmail2 if it has not already been implemented. Thank you for your understanding.
