Installed from:    SuSE RPMs

"Control center" is what it is. It has systems settings in it, so it's not personal. It has non-desktop settings in it. "Control center" is shorter, more correct, easier to understand and sounds better.

Where do you see "Personal settings configure desktop" ? Can you post an screenshot ? KDE uses the name "System Settings".

This is with an Opensuses livecd, so they may have changed the default name.

SVN commit 952057 by dfaure:

Classic K menu: show "Name (Description)" like in kde3 instead of "Name Description" which leads to very confusing
menu entries like "Personal settings configure desktop" or "Windows Applications Wine Configuration Editor"

The placement of that menu entry at that position in the menu, looks like a SUSE bug (wrong .menu file).
