This would be really great to have... I often hit the edgescroll accidentally, and even more often I hit it on purpose but forget about the position of the mouse cursor (which for some reason barely ever happens with a mouse). Would love to be able to disable this. Thanks I was feeling lonely, here. I completely removed the task manager from my desktop now, I couldn't stand it anyway. There is still the issue when scrolling with the mouse hover over the desktop now. I wonder why that doesn't attract more attention. "There is still the issue when scrolling with the mouse hover over the desktop now." that's addressed in 4.4 with the mouse actions; this has become a plugin that can be associated with scroll wheeling. you can change that association in the configuration for the given Activity to pretty much anything you want.
