Quicklaunch
Version 0.1
Using KDE 4.1.96 (KDE 4.1.96 (KDE 4.2 RC1))
in virtual machine kde4daily in Virtualbox.

Is the source of this Quicklaunch widget the same as the one in 
http://kde-look.org/content/show.php/QuickLauncher+Applet?content=78061 ?
That one is already at version 0.5 and has the ability to "rearrange icons by dragging them in place".
Please update to version 0.5 if it is compatible with KDE 4.2.

To answer your questions:
-These are not the same widgets
-The kde-look widget is not compatible with KDE 4.2

Icon re-arranging would have to be implemented from scratch for the official Quicklaunch plasmoid.
