Same problem here, exactly. Although, 2-3 items in the download window list will download and show in the selection list, sometimes. I have the same problem. I use KDE 4.2, and the bug still exists. For me, this only applies to some icon themes, clicking the Install button does nothing, and only in 4.2.x I can confirm this, using the latest 4.3 beta packages from Kubuntu. I tried all 50 latest themes, and I was able to install "Oxygen Refit Black", "Snowish", "nuoveXT Black", "KDE Pro II Normal", and "kde_win2k". This means the code in the icons KCM works, but only for themes that strictly follow some unpublished specs. Some others are listed as installed in the GHNS dialog, but do not show in icon theme list. Most themes do not even download. This usually means the download is hosted on a different site instead of kde-look.org directly. This is a general GHNS provider problem. Reassigning to kdelibs. The code is basically fine but the download links on kde-looks aren't really. Many people seem to put links to anonymous download sites (mediafire or similar) which will not work because they don't allow direct download. The only problem KNS2 has is that it should probably show an error in case loading or extracting the icon theme doesn't work. I'm unsure if this is a bug or a wishlist item, so I'll leave it a bug for now. For example, I cannot download the "Desert City" splash screens theme. Well, with KDE-4.5.71 on Mandriva Cooker after installing a non-available splash screen file (such as "KDE kastle"), I'm getting <<Download of "KDE kastle " failed, error: The file or folder http://www.filedropper.com/kstletar does not exist." (only I need to resize to see it all). The the theme's install button is giving me "Installing" and is greyed out and there's no way to release it without closing the dialogue (or to dismiss the dialog). So it's better than before, but still not perfect. Furthermore, why do we have to suffer through this entire issue of themes that are listed and rated but cannot be downloaded?
