When I leave the desktop untouched, the screensaver never starts. My settings are 'Start automatically' after 2 mins. It works only when I uncheck and re-check the checkbox 'Start automatically' in KDE Control Center and click 'Apply'. I have to repeat this after each new login to KDE.
This is not a duplicate of Bug 142852. Unlike there, gnome-settings-daemon is not running.

upgrade to kde 4.1+
