There is a desktop effect for that : "video record" is what you need ? (activate the desktop effects then "all plugins" tab and it is in the misc section). If it doesn't exist, please consider updating your KDE version. @krop: and if an user doesn't use desktop effects? You can disable all the candy effects and just keep this one.
