I'm tried to id as a root but with this result:

sudo systemsettings
root's password:

The Bug 165004 could be marked as duplicate of the Bug 151669 rather then hereof (Bug 153692) <= KDE4

This systemsettings-kde3 from kubuntu has been unmaintained for many years.
