This sounds really strange, I bet it is some other problem than KMail. So what happens if you first start Konsole or LICQ and then start KMail? Does it show up in the list of processes at all? Is the systemtray icon displayed? What do you mean by "can not login to pop3"? Do you get no connection, an error message or what? OK, I'll close this report now. This problem was most likely not the fault of KMail anyway.
