this bug is present only with an Imap/Disconnected Imap account:

after completed the 'welcome wizard' (which appears for the first kmail launch), a new account is created but it is not present in the folder treeview (there is only 'Local folders'). the new account doesn't appear after the first connection on the server.

Does the problem disappear when you check your mail? If yes, this is probably a dupe of bug 115687.

I'd like to know if this is similar to bug 115687 and if you're still able to reliably reproduce it.

I don't think this bug is the same than bug 115687, I can reproduce it with kmail 1.9.6 using KDE 3.5.6. but not the bug 115687
