line 624 in kile.cpp, first arg of KAction, is the not-i18ed part.
Up to now no tool names are translateable, but I can't judge if this is on purpose or not. This is up to Jeroen.

It was on purpose, the tool names are stored in an .rc file. There are ways to translate stuff from an .rc file, but I've never implemented it.
