That's probably because in Norwegian, you say "halv ni" (half 9) when you mean half-past-8. I'm not sure the fuzzy clock engine is capable of dealing with that. There's no way to translate "half past HOUR" to "half HOUR+1". That's wrong. There's a "hack" in clockapplet that allows %0 to be translated as %1, to indicate "hour+1". I'll fix nb's clockapplet.po.
