When I set the repeat rate and delay with kcontrol or with xset this works for all (non-kde and kde) applications accept konsole. Before any configuration Konsole  has a quit slow repeat rate. When I try to adjust the rate with xset, konsole behaves very stuttering. 

One extra note: it seems this behavior only occurs on the powerpc platform because I've always worked on with konsole on i386 without any problems.

My specs are:
PowerBook G4 17" 1.5Ghz
Debian Unstable with 2.6.9-ppc-sleep6
Konsole 1.4.1 using KDE 3.3.1

It seem to fixed now. The wrong repeat rate was solved after I enabled Radeon Acceleration in XFree86. It still must be said that xterm and gnometerm didn't had the wrong repeat rate before I enabled the Acceleration. Maybe the performance of konsole can be improved for X11 servers that aren't accelerated.
