Version:            (using KDE KDE 3.3.0)
Installed from:    Debian testing/unstable Packages
OS:                Linux

$ mkdir test
$ cd test
$ mkdir ga
$ mkdir experiment
$ konqueror .

then View -> View Mode -> MultiColumn View

it is impossible to navigate with the keyboard from "ga" to "experiment" using the UP key (many other combinations are possible though, like right/left, etc.)

I'm not sure it was wise to move the bug to konqueror, since it seems to be related with the list control. You can also reproduce it in Open/Save File dialog box, for example.

Just did a distupgrade: Debian Sarge, KDE 3.3.2, Konqueror 3.3.2. The bug is now less critical: it's possible to navigate up from "ga", but "experiment" will not be selected. The selection with jump to the item above (for ex, director "aaaa").
