I think it would be a nice security feature if Konqueror had a secure file shredder.

As I see it, you could use it on a file by file basis by right-clicking and selecting the option (shred file), or you could set some kind of global setting that would shred all the files that you delete (with a setting for the number of passes that you want).

I figure some people want added security and want to make sure that nobody can undelete their files, and this would be very helpful for them.

We had one and we removed it because it's a flawed concept, sorry.

with some luck you can google out, what are the flaws are. As long as file system drivers do not have a mode to shredder the bytes it's impossible to do something 100% secure. And 95% security is flawed as George says.
