Version:            (using KDE KDE 3.3.1)
Installed from:    Compiled From Sources
Compiler:          gcc version 3.3.4 (Debian 1:3.3.4-13)
 
OS:                Linux

Problem
The konqueror window resizes when a different tab is selected or a new tab is opened.

To reproduce:
Load konqueror
Resize window
Press Ctrl-Shift-N (open new tab)
Observe window returns to original size

New since KDE 3.3.1

Cannot reproduce. Do you have a kwin policy window size set?

Not intentionally. How do I find out?

I'm actually running KDE_3_3_BRANCH from Wednesday afternoon, rather than the 3.3.1 release. I've just kicked off a build of the actual 3.3.1 release

Alt+F3/Configure , the Window-specific settings tab - check if you have any entry related to Konqueror. Although I doubt that'd be it.
I suggest you try with a fresh KDE setup and provide exact steps how to reproduce the problem.

There are no window-specific settings.

I found some configuration weirdness in .kde/share/config/konquerorrc

The following 5 lines cause the reported behaviour:
[KonqMainWindow]
ClassName=KonqMainWindow
Height 768=613
ObjectName=konqueror-mainwindow#2
Width 1024=871

I don't know how they got there, whether they should be there, or whether they
should cause the weird resizing behaviour.

well, I've seen this behaviour on the KDE 3.3.0 livecd from Kano (kanotix.de). its very annoying. but at home (also debian & kde 3.3.0) I never saw it. so its likely that its a bug in a config file (which didnt change at home, here, but are new on the livecd).

The same happens for me. 
I am using Gentoo/fluxbox
I just updated from 3.2.3 to 3.3.1 and this problem arise.
I have set tabbed browsing.
Behavior:
start konqueror (BTW: it ignores --geometry)
open some tabs
change size
go to another tab
size is back to initial


Maximize
go to another tab
size is back to initial
click on maximize on window - nothing happened, click again window maximizes. (apparently it missed, that konqueror resized itself from maximized state)

No, I do hot have such setting. 
/home/gilhad/.kde/share/config/konquerorrc 
has only this with word KonqMainWindow in it

and nothing like window size anywhere in this file
