I changed my keyboard layout to dk and I can, at least, type ë (e with 2 dots on top) by pressing ]e on my US keyboard (in both KWrite and KolourPaint).
You use deadkeys, like you do. The key in question is located immediately left of the Backspace key. Gives me the two chars I describe.
It is a Qt problem (in SuSE and Mandrake). For SuSE, it is bug #88151: http://bugs.kde.org/show_bug.cgi?id=88151 Have a nice day! *** This bug has been marked as a duplicate of 88151 ***
