I'm not sure if this is a bug in quanta or in the kio slave. but I have tested it and it is reproducible for me. I create a file on a remote server that is smaller 1024 bytes and then try to open it in quanta via the fish protocol.  In my case the progress dialog will pop up and get to 100% but after a few seconds it will show "Stalled" and you have to click cancel and the file doesn't open.  If however I pad the file with whitespace to make it larger than 1024 bytes, then it will work just fine.  I have a feeling that this bug is in the kio slave, but I haven't tested it that far.
