Version:           1.3.2 (using KDE 3.2.3, compiled sources)
Compiler:          gcc version 3.3.4
OS:                Linux (i686) release 2.6.8.1IPSec

Add a custom keyboard shortcut to "bigger font" as "alt+ctrl+=" and also "smaller font" as alt+ctrl+-.  Apply.  Save as Default.

Open new Konsole app.  Keyboard shortcuts are ignored until you click on any konsole menu or start a new shell within that konsole.

Yes, I noticed. Fixed in KDE 3.3.0 already.
