This used to work in previous kde 3.2.3. May be a recurrence of bug 67441 .
More clatrification on this. The "open new tab after current tab" does not work when right-clicking on a tab and opening a _duplicate_ tab. I would assume a duplicate tab is also a "new" tab so far as tab placement is concerned.
