Version:           1.2.2 (using KDE 3.2.3, Gentoo)
Compiler:          gcc version 3.3.3 20040412 (Gentoo Linux 3.3.3-r6, ssp-3.3.2-2, pie-8.7.6)
OS:                Linux (i686) release 2.6.7

would be require to be able to move up and down attributes and operators within a class.

You can already do this in the property dialog of a class. Select there the  attributes/operations/templates page and move the items up and down.

If you have imported classes having many attributes and/or operations reordering in the above mentioned manner is very painfull. 
It would be good to have by a switch in the settings->class page like "order attributs/operations alphabetical ascending" to order all attributes/operations by default. This makes it easier to find a specific attribute/operation. 

For user who don't like this kind of default ordering an additional button for alphabetical reordering of all attributes/operations would be nice.

When reordering the attributes and operations by jumping to head or tail, comments will not follow respective attribute/operation.
Works fine when going step by step.
Also, the arrow buttons are not highlighted to indicate the ARE active.
