In label mode, the cursor is normally the insert text cursor (to insert a new label), but changes to a pointer when the cursor is over an existing label to indicate you can drag it.  However, when the cursor is over a legend, it does *not* change to a pointer (although you can still drag it).  

The cursor should change to a pointer when you are over any object (normal label or legend) you can relocate while in label mode.
