I propose to put the entire welcome message in a i18n string so it appears in the po file. Or, the technique used by KMail and Konqueror (webprofile) can be used, which displays a fancy welcome page.

Yes this is known problem and I've been thinking if we should wait for the new welcome page (KMail/Konqi style) until i18nizing it. It depends on Berkus/Sashmit, but if we decide not to wait for that this can be implemented fairly easily...
Teemu if you have spare time you could try to implement it the way KMail/Konqy does. Attach the patch here, I don't want it in cvs yet.
I think the Konqi/kmail intro screen is a bit heavy, although it looks cool. Hopefully we come up with something that looks as cool, but isn't as heavy, and then filter it back down to konqui and kmail in kde 4.0 :-)
