Well, what do you expect? The page has to be reformatted/rerendered when the available space for it changes.
If you try this in another web browser, eg. open the bookmarks sidebar in FireFox (which has approx. the same width as the Konqueror sidebar), whilst the position of the page does change slightly, the change is not nearly so extreme.
Behaviour still the same in kde3.3.1. Similar thing happens when clicking font increase/decrease button. Your position in the page should be remembered after any reformatting/rendering.

This is, for me, much better in konqueror 4 than in firefox 3. When you have something selected in the middle of the screen and resizes konqueror 4, it tries to keep the selected text in the middle of the screen as much as it can. The selected text disappears sooner in firefox 3.
I've tried opening the sidebar on KDE 4.4.5 while the page was at the end: it didn't scroll up/down. The bug looks fixed :-)
