It is extremely annoying to have to manually change the codepage when utf-8 is there to get rid of the problem.

As the detection of the encoding (setting AUTO) seems more than flawed, I would like to impose a systematic interpretation of all documents as utf-8. 

At least my document would always be correct :)

have to set the encoding manually to is0 8859-15 to get german umlaute
automatic encoding does not work for kmail and konqueror

The document encoding autodetection has been improved in 4 years, is there still this problem for you with a recent kde version (3.5.9, 4.0.4 or 4.1)?

you set preferred charset in your locale ($LANG)
