Version:           1.3.2 (using KDE 3.2.2, compiled sources)
Compiler:          gcc version 3.3.3 (SuSE Linux)
OS:                Linux (i686) release 2.6.4-54.5-default

The light bulb icon only changes status (on/off) in the active  (foremost) tab/session. (I have turned of the pop-up window and just left the 'bulb' icon as indicator)

Also, this behavious is not saved with the console settings - neither in 'save settings' nor in 'configure console' - it has to be turned on again for every single session.

Otherwise, this is a great feature when compiling in a background tab!

Works here pre-kde3.4; also your second point has been fixed as well.  The Monitor for XXX is saved in the sessions.
