in a few words, the kde menu grows - width wise - 
it seems that the behavior comes over time 
and/or with the installation (upgrade) of software through synaptic/red carpet/yast

I know of no location to resize the menu or set its width. For me, having it just as wide (or a slight bit wider) than the text of the menu items would be completely acceptable.

No bug is generated nor is a backtraced created.

I have been able to, in general, reproduce the effect by 
1-logging in
2-upgrading software using synaptic (it seems to not matter what programs i upgrade, gui ones that would appear in the menu or ones that do not appear there)

if the menu list does not then seem wider, i 
3-continue running synaptic
4-upgrade more software

typically i had been running several batches of small sized downloads rather than just having synaptic acquire many of the items at once


hope this helps-and i do actually have a bs in cs though i am relatively new to linux/kde/x, etcso with some guidance i could provide much more thorough data for this report...


i just did another one, underneath is the picture of the menu from when i first logged in. i have lined it up to match the distance from the left-hand side of the screen. over top of it you should see the new menu, which is wider. it got that way after installing/removing packages with synaptic 
and manually adding an item to the menu

and here, i set it up the same way, with the picture of the menu upon log in underneath. this time i had only attempted to upgrade juk with synaptic but it conflicted with the sound package from kde 3 2 1 so it did not install. i checked the menu to notice it had  grown from last time:
