When KDE plays at least 2 sounds at the same time for window state changed notification, the volume of sound is jerky. This is like when the first sound shorter playing is ended, the second sound not yet ended get suddenly a volume bonus and plays loudly.

This can be heard at the session restoring when many windows are opened at the same time and many different sounds are played at the same time.

This can be reproduced by playing the test sound with kcontrol and opening a new window during the test sound playing. All sound notifications are enabled.

This was not with previous kde versions.

Arts is no longer developed and has been unmaintained for quite some time - more than 2 years. With phonon as the replacement for arts in KDE4, we're closing out all the arts bugs in Bugzilla since there is no chance of them being fixed.
