I think it would be really nice if there would be an option in control panel to select defualt encoding used. For example when adding Russian keyboard I would like to be able to select which default encoding (there is 2 koi8-r and CP1251) that I wish to use in text files/kmail/web browser/etc. The only solution right now is to edit a config file by hand enter LC_ALL=ru_RU.cp1251 or .koi8-r. Otherwise text files encoded with cp1251 are unreadable. Same should be done with mounting drives. Right now it requires to manually by hand add CODEPAGE option to fstab.

this is the wrong way todo. I added automatic encoding detection to konqueror and kwrite (although it is only tailored for russian), and have just fixed the second use case: see bug 161673
