Try 0026-netwm-fullscreen.patch from qt-copy applied to your Qt copy.
What Qt version? How do you switch to full screen mode, with Konsole "Settings/Full Screen Mode" or with Windows Menu "Advanced/Fullscreen"? How do you want to switch back?

I believe this problem has been already fixed for KDE3.2.1, if you still manage to reproduce the problem with KDE3.2.1, please provide more details.
I have this problem with Konqueror in 3.2.3; Hitting ctrl-shift-f or choosing full screen mode in the settings menu just results in the application redrawing but not returning to windowed mode. This is with qt 3.3.2 and gcc 3.3.3, on Gentoo amd64.
I have the same problem with all KDE apps that have the fullscreen function; I can fullscreen, but the menu still registers the fullscreen as toggled off, and repeated toggling merely redraws the application in question. qt 3.3.3 gcc 3.3.3 Gentoo, amd64
