Version:           1.3 (using KDE 3.2.0 RC1,  (testing/unstable))
Compiler:          gcc version 3.3.3 20040110 (prerelease) (Debian)
OS:          Linux (i686) release 2.6.1

Font size used in konsole tab bar are those defined in "General", which normally are too large. For example the tab font in konqueror are smaller (I just tried but couldn't change in konqueror) than konsole. Shouldn't tyhe font size correspond to "toolbar font size"? Even "Menu font size" could be better.

You must see an optical illusion, Konqueror tabs use the same font and size as Konsole tabs.

Yes, might be. Perhaps confused because in 3.1 the font was taken from "Toolbar" option, which is not longer true.
