Version:           1.0.1 (using KDE KDE 3.1.4)
Installed from:    Debian testing/unstable Packages
OS:          Linux

It seems filenames with accented charactes in their name confuses kpf so much it rejects to
produce valid download link to let people fetch them.

Testcase: I've created a file named "ó-test.bin". The first character, accented "o" (ascii code 0xF3,
keystroke ralt-o on most layouts) is incorrectly converted - the link for that file was generated 
incorrectly: http://localhost:8001/%-d-test.bin
