Help menu should be in the dock applet.

No KDE app with a systray icon has got a help menu in there so the answer to this wish is no.

there is knotes and klipper.

And there's kmail, kmix, kscd, kalarm and kwallet without that.
If you really want such a menuitem in there ask the ones who wrote the style-guide to add it. I don't think cluttering up every systray context-menu with a help entry makes sense. The menu is meant to be a shortcut for the most used functions, help surely doesn't count as such.

and in screen resizce&rotate.

But for these apps the main gui is the menu in the systray, for noatun its 
not...
