When hovering over a tabbed page's icon to close the tab, it takes a few seconds before it is transformed into a close button whereas it seems like it should be instantaneous.

I noticed this several times, too - also in other applications. It's not related to kdevelop.

The code in desire is in kdelibs/kdeui/ktabbar.cpp. But in Bug #64458 coolo mentions this behaviour as a feature.

A system-wide option would be great.

This is intentional to prevent you from closing a tab unintentionally when trying to switch to it.
