Version:           3.0.0b2 (using KDE KDE 3.1.4)
Installed from:    Debian stable Packages
Compiler:          gcc 2.95 
OS:          Linux

Although a previous bug of this kind is marked as resolved in 3.0.0a6 (mostly cosidered about Run options), CVS options are still not saved (3.0.0b2) and don't persist to closing program. Try, for example, deleting "-f" from "CVS options".

This isn't obvious at the user level, but the plugins are responsible for saving their own settings. This is not a general bug in the project dialog, but a bug in the cvs part. 

I renamed and classified the component as cvs part. If you find any other project options that are not saved properly, please report them seperately.

As for the "CVS options" field in question - saving and restoring seems to work here.

Addendum: Changing options also seems to have no effect on CVS behavior. Specifically, the SSH_RSH variable does not seem to get set appropriately.

Was not a kdevelop bug, but plugins matter.
