Tested under the following conditions:
- Used ICQlite build 1300 to add a contact to my list.  Got a message that I required authorization, and they were put in a special group for this.
- No authorization request in Kopete, so I wasn't quite sure what was up.
- Signed on to the same account in Kopete.  Could then see the "requires auth" contact online fine and well.
- Signed on with ICQlite.  Still requiring auth.  Deleted contact.
- Signed on with Kopete.  Added same contact.  Could see them online fine.
- Signed on with ICQlite.  Showed that contact as requiring auth.
- Right-clicked contact in a chatwindow in Kopete and clicked Send Authorization.  Got auth granted notice in ICQlite...could then see contact online.

Expected behavior:
- Kopete needs to give a prompt requesting authorization with the reason entered by the other user.  I shouldn't have to do this manually without knowing I have to.
- Kopete should show requiring auth users properly.  I'm glad that Kopete can see the online presence of unauthorized users fine and well, which ICQlite cannot do, but they should be represented correctly nonetheless (maybe a smaller lock icon like Konqueror uses for Security as an overlay?).

Your description is quite confusing, at least for me :) Did you try this with two accounts connected? I cannot really follow which side did what and when other than starting and exiting apps frequently.
My guess:
You want the "request authorization from contact" dialog to come up as soon as you add a contact in Kopete that requires auth.

I have the same problem:
User 1 uses windows and ICQ and is logged with uin 1.
User 2 uses kopete and is logged with uin 2.
User 1 searches uin 2 on ICQ and finds him. User 2 however requires authorization. User 1 requests auth but user 2 doesn't get notified in any way, so he doesn't know someone wants his authorization.
Note that if user 2 logs in using gaim, he is immediately notified of the auth request.

Stefan, will this be addressed in the rewrite of the Oscar code?  (IE adding contacts with auth only popping up an auth request box?)

Confusing, unintellible bug report from a person who deleted his account, and handling contacts that require auth will be much better in the rewrite.

What's so confusing?  The problem still exists, so here we go again...

* I have Kopete signed on to ICQ with UIN 1000.
* I have ICQ Pro (latest release) signed on to ICQ with UIN 2000.
* Neither are on each other's contact lists.
ok?  With me so far?

BUG 1: ICQ AUTHORIZATION REQUESTS NOT RECEIVED BY KOPETE
* In ICQ Pro, as UIN 2000, I add UIN 1000 to my list.  That contact appears in "Awaiting Authorization" group in ICQ.  I never recieve an authorization request in Kopete.  I re-send authorization requests several times, but never recieve them in Kopete.
* I cannot see 1000's online status in ICQ, even when I send a message to him and he sends one back.
* If I manually send authorization from Kopete, he can see my online presence.

BUG 2: KOPETE DOES NOT HANDLE AWAITING AUTHORIZATION CONTACT LIST
* If I delete and re-add the contact as above in ICQ Pro, he again appears in Awaiting Authorization in ICQ.
* If I then sign off in ICQ, and sign on with UIN 2000 in Kopete, I do not see UIN 1000, neither in an "Awaiting authorization" group or anywhere else.  But if I sign back on to ICQ Pro, even after several months on a different machine, he is still in the Awaiting Authorization section.

The expected behavior should have made things clear, however the second part has gone from bad to worse, in that I can't see awaiting auth contacts at all now (apparently I could when I first wrote this report).  So...again:

 - Kopete needs to give a prompt requesting authorization with the reason entered by the remote party when they send an authorization request.  I shouldn't have to send authorization manually without knowing I have to. 
 - Kopete should show "awaiting authorization" users, and should show them as such somehow (perhaps an icon overlay - maybe a smaller lock icon like Konqueror uses to indicate an SSL connection).

i've got this problem, too, if someone wants to add me, I can't see his request or let's say I don't know ther e is one...
Or is there a better Messenger for Linux which fits to icq?
