Version:           4.0 (using KDE 3.1.94 (CVS >= 20031206), compiled sources)
Compiler:          gcc version 3.3.2 (Debian)
OS:          Linux (i686) release 2.6.0dell-optiplex

In frames based websites pageup/down and space dont navigate pages anymore.  I used to be able to click somewhere in the frame and press space from there on. This does not work anymore for some weeks now.

The up and down arrow keys don't work either.  This has been broken for awhile - it's not just the 3.1.94 series.  Well, let me clarify.  It's been *spotty* for a long time.  For example, framesets in PHPMyAdmin have not worked in months or years in konqueror with pageup/pagedown - not sure if they ever did, to be sure.  

Additionally, (should this be a separate bug report?  It's another keystroke issue) - the right-hand ALT key has ceased working in the 3.1.94 series.  It's very handy to use alt/left arrow, but only when the right-hand ALT key is working.  Using the left-hand one is very difficult.

Which URL do these PHPMyAdmin pages live on?

The up/down keys don't work, you are right. All the other points you have I either remember to be working a month ago, or they are still working.  I think your installation might be the one that is 'spotty' :-}

PHPMyAdmin - any of the pages - they're all in framesets.  Any frameset page doesn't work.  I only pointed out phpmyadmin because it's a bit more annoying there.  :)
