Installed from:    Gentoo Packages
Compiler:          gcc (GCC) 3.2.3 20030422 (Gentoo Linux 1.4 3.2.3-r3, propolice) 
OS:          Linux

The hours digit keeps jumping around.  
If I set the clock to display the local timezone, the time shown is correct again.  When I pass the mouse over the clock, sometimes it goes backward or forward several hours.  For example, the correct time is 8:30:20 - I pass the mouse over the clock, and it changes to 3:30:20 - The clock stays 5 hours behind until I select display local timezone again.  Note that "Local Timezone" is still checked - it hasn't changed. The same thing happens if I change the timezone to "Chicago" (which is the same timezone that I'm it), only the clock jumps to a different (incorrect) time.  Sometimes, this jumping around happens immediately - other times, it takes several minutes before a mouseover changes the time.

I have some new information that may be helpful.  Today, the clock switched, and the minutes were wrong.  I looked at http://www.timeanddate.com/worldclock/custom.html?sort=2
and found that it was showing the time in Rangoon, Burma.
So apparently, the timezone is being changed randomly (i.e. the time isn't simply wrong, but wrong because the timezone has been changed).
This timezone change is apparently only happening within kclockapplet, because the clock in the KDE control center -> Country/Region & Language is always the correct time.
Hopefully this will give you a better idea of where to look for the problem.

Bug 71098 is not a duplicate of this bug.   Going to "configure timezones" and adding my timezone to the available timezones does not fix the problem.

I am having this exact same problem.  My timezone is reset to NZDT for some reason.  If I select 'Adjust date and time' it says NZDT for 'Current Timezone'.  I change that timezone to Chicago and hit Apply.  The time changes to the correct time on the panel for a second, then changes back to the time it was showing before.  The 'Adjust date and time' screen, which I didn't close, still says CST for the timezone.  If I close that screen and re-open it, it is back to NZDT.  If I select a different timezone on the kclockapplet menu it adjusts the time relative to NZDT.  For example, if I have Local Timezone selected, I get 7:33 AM, if I then select America/Chicago I also get 7:33 AM, if I then select America/Denver I get 6:33 AM, if I then select America/Los Angeles I get 5:33 AM. (The current time is 12:33PM CST)

I'm running KDE 3.1.4 on Gentoo.

Also of note, once I close kclockapplet, the time reverts to CST in the Date and Time control panel.  Other KDE apps, such as the screensaver, which previously showed the incorrect time then show the correct time.

I've found the problem is due to some strange interaction with the word wide watch applet.  I finally noticed that the time changes when I wave the mouse over the word wide watch applet, but not when I wave it over the clock.  One is above the other, and are so small, I didn't notice this before.  I think there is still a problem with the clock applet though, because the time schown in the kde control center is unaffected.  I'm guessing that that means it is a problem with the clock, because it is showing the incorrect time, even though the rest of the system, including kde, knows the correct time.  Here's the weird part:  I remove the world wide watch, add it back, and the problem is gone.  Does this need to be cross posted as a world wide watch bug?
