Kconsole plugins hasn't been working for me for the last few weeks. I have the tab at the bottom in ideal mode but the window above is just empty.

I only build qt/arts/kdelibs/kdevelop do I need more?

I can not reproduce it with KDE 3.1.3

Yes, konsolepart is part of kdebase. You need kdebase.
