KDevelop has RegEx debugger for syntax used by grep egrep etc... but with the inclusion of Perl as a supported language and Perls strength in its regular expressions, it would be great if the RegEx debugger supported checking and creating Perl regex.

this would be part of perl language support, but kdevelop4 doesn't support perl anymore and there's no plan to include perl support in the future in the core kdevelop module. Thus closing as wontfix
