XMMS does not do this, so I expect Juk hasn't had much testing with low encoding rates?
JuK doesn't decode mp3s, aRts does.

Actually it should be reassigned again for mpeglib, since they are the ones decoding MP3s.
Problem seemingly no longer present in KDE and libarts1-mpeglib.
