It's been broken for a while but I forgot to submit a report about it.  It's as if as soon as you move an element by 1px it wants to try to snap.  Try it out for yourself and you'll see the components just jumping wildly all over the place.  Currently I have snap set at 10x10px but 100x100 doesn't help either.

This is a real killer for me :-/
